COVID-19 Service Provider Recovery Assistance Grant Program

Overview & Objective: 

To provide grants to local service providers who have been affected by COVID-19 pandemic. The County has committed up to $300,000 in one-time funds to create a Non-Traditional Service Provider Assistance Grant Program. The objective of this program is to offer immediate financial assistance to small Service Providers located in San Benito County to aid in maintaining their services for the benefit of our community.

 

The Program:

San Benito County Community Action Board (CAB) will administer the COVID-19 Service Provider Recovery Assistance Grant Program, which will provide grants up to $7,500 each to qualifying San Benito County Non-Traditional Service Providers. The Non-Traditional Service Provider includes service providers that may or may not have an established 501(c)(3) tax-exempt status and provides services to residents of San Benito County. Service providers must be sponsored by a non-profit and submit the non-profits’ 501(c)(3) tax exempt letter. The federal funds are provided locally through the CARES Act. Applicants should thoroughly review the eligibility and application process below as applications will be processed on a first come first serve basis. Submission of an incomplete or inaccurate application may result in ineligibility for program funding. San Benito County is committed to timely review and processing to ensure award recipients can apply this resource to the successful continuation of Service Provider operations.

 

Terms:

San Benito County will provide grants up to $7,500 Relief Grant to an eligible Non-Traditional Service Provider that has been impacted by the COVID-19 pandemic. The Service Provider must remain open/active at least 30 days after receiving grant funding, otherwise the service provider must return the Relief Grant funds.

 

Timeline:       Application Release Date: Monday, July 27, 2020

                       Application Due Date: Monday, August 10th by 5:00 p.m.

                       Application Review: August 11-20, Initial filter through the Community Action Board and the advisory ad-hoc.

                       Notification to Service Provider: August 21-25th

 

Issues: funding no later than Friday, September 11, 2020

Criteria:
  1. Located/based in San Benito County.
  2. Must provide a copy of the sponsor’s Non-Profit 501(c)(3) Tax Exempt Letter
  3. Applicants must verify the Service Provider has experienced an economic loss of income due to COVID-19 by completing the Estimated Disaster Economic Injury Worksheet.
  4. Applicants Must have been established a year prior to March 1, 2020 (at least 1-year)
  5. Must Comply with federal, state, and local health order and implement the appropriate protocols.
  6. Applicants must submit a signed copy of the W-9 form.

 

Not Eligible

  • If you received funding from outside sources you will not qualify;
  • Expenses for Payroll or Salaries;
  • No scholarships, unless scholarships are intended to promote athletics, arts, and humanities (i.e. organized sports, dance, swimming, etc.).
  • Religious organizations, committee, or foundations.
  • Groups advocating for the economic interest of local organizations.

 

Priority

  • Organizations/groups providing a public benefit results from the project/service for which they are applying.
  • Organizations providing services to the minority and underserved community.

 

Use of Funds: The grant funds must be solely used for expenditures that occur between March 1, 2020 and December 30, 2020 and fall under one or more of the following categories:

  1. Lease or Rent;
  2. Operating Expenses
  3. Telework equipment costs;
  4. Inventory Acquisition (inventory needed to reopen or maintain open status);
  5. Personal Protective Equipment (PPE) purchase; and
  6. Facility Readiness (social distancing preparedness, business modifications, etc.).
  7. Other.

 

Service Provider Post-Award Audit: Report-Out how the funding was spent 30-45 days after funding is received. Post-award there will be an opportunity to schedule an appointment with a local Service Provider organization to provide additional resources available to the Service Provider.
